Laughlin also had a hand in preventing Jewish refugees from being granted asylum in the United States. Yet, no one has ever written a book on H.H. Laughlin. Despite the very large amount of books about The Holocaust, Laughlin is largely unknown outside of academic circles. H.H. Laughlin was the Superintendent for the Eugenics Records Office in Cold Spring Harbor, New York between 1909 and 1939. The E.R.O. was the epicenter of the eugenics movement, and its laboratory was primarily funded by the Carnegie Institution of Washington, D.C. The Carnegie Institution of Washington, D.C. gave this author permission to survey its internal correspondence leading up to The Holocaust and before the Institution shut the E.R.O. down and retired Laughlin. These documents have not been seen for decades. The storyline of the book intensifies as the Carnegie leadership of the era comes to the horrible realization that one of its most recognized scientist was supporting Hitler's regime.
who?H.H. LAUGHLIN positioned himself to have a significant effect on the world's population. Laughlin utilized his influence to:
- Write the "Model Eugenical Law" that the Nazis used to draft significant portions of the Nuremberg decrees that led to The Holocaust.
- Be appointed as "expert" witness for the U.S. Congress when the 1924 Immigration Restriction Act was passed. The 1924 Act would prevent many Jewish refugees from reaching the safety of U.S. shores during The Holocaust.
- Provide the "scientific" basis for the 1927 Buck v. Bell Supreme Court case that made "eugenic sterilization" legal in the United States. This paved the way for 80,000 Americans to be sterilized against their will.
- Defend Hitler's Nuremberg decrees as "scientifically" sound in order to dispel the international criticism.
- Create the political organization that ensured that the "science" of eugenics would survive the negative taint of The Holocaust. This organization would be instrumental in the Jim Crow era of legislative racism.
what?EUGENICS is the "science" of controlling human heredity in order to "direct evolution." Eugenics was made into a world-wide scientific movement by Francis Galton, the cousin of Charles Darwin. The image to the right was part of the eugenic propaganda distributed by Laughlin and his cohorts. It states: "Eugenics is the self-direction of human evolution." Eugenicists employed the methods of animal breeders. Laughlin himself would have remained an obscure horse breeder if it were not for his Ivy League friends. Instead, he became a breeder of humans at the grandest scale. Eugenics was part of the "scientific racism" movement, but should not be confused with the typical bigotry. The international eugenics movement was headed up by the most respectable Ivy League educated scientists. Contrary to its current reputation as a "pseudo-science," eugenics was taught by almost all of the top high schools and universities in the United States and Europe. Most importantly, it was respected enough that the majority of the States and the Federal government passed key pieces of legislation that was upheld by the supreme courts of the States and the U.S. Supreme Court precisely because it was accepted as "scientific" truth. This is where H.H. Laughlin's role in history is most pronounced. Passing these eugenic laws throughout various States in the Union and the U.S. Congress also had a direct influence on the respect the science of eugenics commanded around the world. We know that Laughlin's "Model Eugenic Law" served as the template for the infamous Nuremberg racial decrees passed by Hitler's National Socialist regime. In Germany, eugenics became the legal basis for the "crimes against humanity" committed during The Holocaust.
The book begins with a detailed description of the legislation H.H. Laughlin lobbied for and was instrumental in passing as the "expert eugenicist" for the U.S. Congress. The story gets interesting as the leadership of the Carnegie Institution comes to the horrible realization that one of its most recognized scientist was supporting Hitler's regime. The original research for this book allows the reader an unprecedented peek inside the correspondence as these events unfolded. The research for this book was made possible when the Carnegie Institution of Washington, D.C. graciously allowed this author to view the internal communications regarding Laughlin and the Eugenics Records Office. These files had not been accessed for decades. Further research was conducted by this author at the archives at Cal. Tech, Truman, and Columbia universities, as well as the American Philosophical Society and the National Archives.
where? The Eugenics Records Office for which H.H. Laughlin was the superintendent became the epicenter of the international eugenics movement in the 20th Century. The E.R.O. joined the aptly named "Station for Experimental Evolution" which operated under the administrative wing of the Carnegie Institution of Washington on December 12th, 1903. Laughlin's mentor, Charles B. Davenport, was able to attract money and endorsements from the Darwin family, the Carnegie Institution, the Rockefeller Foundation, and the widow of the powerful railroad magnate E.H. Harriman. The Rockefeller Foundation was a source of major financial contributions. However, the management and policies of the E.R.O were the prerogative of the Carnegie Institution of Washington, D.C. after 1916. (DAVENPORT PORTRAIT ART BY: Ardi and A.E. why?H.H. Laughlin, just like Francis Galton, the founder of the eugenics movement, conceived of eugenics as more than a "science." Eugenics was meant to be the central organizing concept of an entire civilization. Eugenics is therefore a recipe for centrally-planned societies that encroach on totalitarianism as they are tempted to control the population through eugenic means. Bottom line is that you cannot breed humans like horses without imbuing an all-powerful government with the power a farmer has over livestock. This includes, but is certainly not limited to the power to decide who lives, who dies, who can reproduce, what food is suitable for the gene pool to consume, and anything and everything in the lives of humans under their control. This is probably the reason why eugenics found such a devoted follower in Adolf Hitler. Laughlin himself spent an inordinate amount of time drafting laws and imagining utopian forms of government. This pattern was true from Francis Galton onwards, and it repeated itself often throughout Galton's devoted following. Laughlin would leverage his preferential position as the "expert eugenicist" for the U.S. Congress, the State Department, and the Department of Labor to reach the most powerful men in American history. It is telling that a substantial amount of the correspondence with these influential figures discussed legislation, as opposed to science.
"No consistent eugenist can be a 'Laisser Faire' unless he throws up the game in despair. He must interfere, interfere, interfere!" ~Sydney Webb~
"There is nothing new in the world but the history you do not know." ~ Harry S. Truman ~The first book of this series,FROM A "RACE OF MASTERS" TO A "MASTER RACE": 1948 TO 1848 was released in February of 2013 as an advanced printing. The book tells the 100 year history of the international eugenics movement from the first attempt to breed humans in order to create a "race of masters" until the culmination in The Holocaust as a result of Adolf Hitler's fascination with the creation of a "master race." However, it quickly became apparent that there was more than one book to be written with the vast amount of previously unpublished historical evidence still hiding in the archives. Thus, "Race of Masters" was released as an A.R.C. (Advanced Readers Copy) in order to release initial research findings on paperback before formalizing or finalizing and publishing it hardbound.
